While these jobs may be harder and more time consuming, the citizen’s motive to join this UNS project group could be the money if it was not just the experience of the service or the traveling. The jobs in between the two extremes could get paid somewhere in the middle based on the criteria of time commitment, difficulty of job and whether the participant has to travel or not. However, Sabato explains that those working forty-hours a week the UNS are obligated “to give young volunteers enough money to meet their basic needs, but no more… which would also hold down costs for the taxpayers” (Sabato 171). More money that the government needs to spend usually means an increase in taxes. There is a possibility that taxes may need to increase for a couple of years to pay for all the services. Potentially the services could pay for itself by working like the AmericCorps which “averaged a total cost-benefit ratio of 1 to 1.95” (Sabato 173). This would give the United States an investment return of nearly one hundred percent. In the long run the UNS would pay for itself and even start generating money. However, the government would have to find funds to get the UNS running without raising taxes for the UNS to even get a chance at becoming a clause in the Constitution since the majority of voters would vote against an increase in taxes. The UNS would give everyone the chance to do what they can for the country. Each citizen would become an active part in helping the United States and would be able to feel what it is like to be a true American, by serving their country. The UNS would give the United States an investment return, help young volunteers find themselves and would offer a wide variety of job opportunities. Congress and the voters should really think about doing what they can for their country and making the UNS a clause in the Constitution.
