complaint in order to set the ground rules for the on-site inspection. If the warrant limits the scope of the inspection to a single complaint, then a wall-to-wall inspection will not be allowed. The Compliance Officer and I will walk to the area of the complaint in order for the Compliance Officer to conduct their investigation if all parties agree during the opening conference. If any documentation is required by either party, a copy will be made available to the requesting party at this time. Each supervisor will be requested to be present at their assigned work site when the inspection begins. Once we have set the tone for the inspection to start, the Compliance Officer shall be accompanied by the safety manager and department managers at all times. At this time, we will show cooperation that we are complying but information will be in the broadest of strokes as not to admit to guilt if a hazard is pointed out. During the inspection, notes will be taken in order to document the investigation, pictures and video will be taken, and diagrams will be made of the inspection to track the on-site investigation. After the inspection has been completed, we will hold a closing conference at the conference room with all managers and supervisors. During this time, the OSHA inspector will outline any alleged safety violations that were found. I will point out any obvious mistakes of fact or disputed issues with respect to the allegations, but at this time we will not argue with the Compliance Officer. We will also show that any hazards pointed out during the inspection have been corrected immediately. Any documentation will be copied and provided upon request at this time. We will also request a listing of the specific OSHA standard provisions that are in question and will request time to provide supplemental information to correct an error that forms a basis of a proposed citation by the OSHA Compliance Officer. At this point, I think it would be a good time to conclude the Informal Conference and determine our company’s next course of action to abate or contest.
