A closed breaker means that there is power flowing through it to an appliance or load of somesort. An open breaker means that there is no power flowing through it. 12. If the breaker is tripped, it is positioned in the middle and is not in the off or on position. Generally to reset a breaker you will need to push it into the off position and you should hear a slight click and then push it back into the on position and you will again hear it click as it snaps closed. 13.
