In a dynamic business environment, retention of employees has become an important requirement for every organization. Useful employee retention is a systematic effort by managers to create an working environment that fosters and encourages workers to stay longer by having great policies to meet their demand (Mathimaran and Kumar, 2017). 5.5 : The impact of legal and regulatory frameworks The Labour Code is based on the Constitution 1992 of the Socialist Republic of Vietnam amended and supplemented under the Resolution No. 51/2001/QH10. The Labour Code indicates the labor guidelines; the rights, commitments and responsibilities of the representatives, the managers, the labor agent organizations (Labour Code, 2012).

There are two kinds of minimum wages: the common minimum wage is used to calculate money for workers in organizations and state-owned company which has been went up by VND 90,000 per month to VND 1,390,000 per month and the second type is used for all workers in businesses based on the Government s laws. Region II covers the remaining provincial areas of Hanoi, HaiPhong, Hai Duong City, Hung Yen City and some rural districts of Hung Yen which has VND 3,530,000 per month. According to Vietnam: Minimum Wages on the Rise in 2018, Viet Nam and other ASEAN countries found out that the minimum wage goes up to meet the demand of the cost of their living. 5.6 : Advances in technology Modern technology has changed the way people work and the way people interact with each other. In Human Resources Management, it also faces certain challenges and good HR programs will maximize the benefits and minimize the problems. There are 3 programs that can meet the requirements of personnel management: Cloud-based HR programs, Recruitment Apps and Social Media Recruitment. Cloud-based HR programs provide flexibility and control of user accessibility, cost less money to upgrades and maintenance and increases employee productivity (5 benefits of cloud-based HR solutions, 2016). Recruitment Apps are programs that find new workers through internet. Social Media Recruitment is the type of communication to reach new employees because young people spend too much time use social media including Facebook, Twitter and Instagram (The Importance of social media in recruiting, 2017). That would be a good thing for employers because almost objects use social media so they can be likely to find out more workers.
