4. What program initiatives did the Rwandan government implement to foster innovation and competitiveness? Created the “Rwanda National Innovation and Competitiveness” program (RNIC) Working with local leaders, identified coffee, tourism and tea – on the basis that they had the potential to generate $1.3 billion in revenue with an investment of $293 million. Annual strategy retreats for government ministers and key leaders were initiated to gauge progress toward vision 2020 and assess strategies.
