The control theory has it that social control is easily achieved as well as maintained when social bonds are stronger ( Helland & Tabarrok, 2007). When what causes conformity lacks, social theorists believe that deviance kicks in. Suffice to say that the absence of social control is the cause of deviance. The elements of social bonds according to the theorist Travis Hirschi are attachments, commitment, involvement, and belief in a common value system ( Helland & Tabarrok, 2007). Hirschi and other social theorists believe that laws should be a deterrent but with this one, even the proportionality of punishment is not observed. Also, it is of great concern that three-strikes fails to punish the specific crime but rather the history of the offender who may have changed their ways.
