Studies in the past on different companies in the world have been able to confirm that every company has the identity in terms of having a unique structure of functionality due to its relation to the staffing role (Inyang, Awa, and Enuoh, 2011, p.119). In another aspect, some companies such as Pepsi focus on combining both the responsibilities and roles of all its employees as the best strategy when it comes to having the ability to reduce the wage bill. On the other hand, some of the companies have been focusing on the idea of establishing some specific unique departments which directly work together with the needs in terms of production or the delivery program of the firm.

Depending on the nature of the human resource function of a company, it varies as follows: the first aspect is the private sector. Here, since the private company in the country of Saudi Arabia does not have unions, the primary focus of the human resource department is to ensure that the organization is able to get or increase profits, the quality of products, and the market share.
