The second option is to establish a hospital-wide staffing plan that would be implementedby a hospital nurse staffing committee. According to Munier and Porter (2014), the hospital is responsible for maintaining the plan for staffing the nurses within the hospital. The hospital staff committee develops staffing plans that match the nursing skills of the staff and meets the needs of the patient population. This option is tangible because it has been supported by significant organizations such as the American Nurses Association (ANA) and the American Organization of Nurse Executives (AONE) (Munier & Porter, 2014). A third option would be to establish a federal safe nurse/patient ratio similar to the California policy that can be amended by a hospital nurse staffing committee to meet the needs of the patient population.Primary options and/or interventions for the decision maker, Senator O'Ban, would be to present a similar bill as California’s State Assembly Bill on nurse-patient ratios. The California State Assembly Bill can be a roadmap for Senator O’Ban in order to replicate a nurse-patient ratio bill for his state. This roadmap can draw on existing literature, current data of qualitative and quantitative measures, best practices, and emerging technologies to develop a model that canbe synthesized for his state’s patient-centered care.Three tangible outcome options for Senator O’Ban include agreement to support the proposal as written with a tangible outcome goal attained, agreement to support the proposal with a requirement to make changes as the proposal may not have been written strongly enough, or no support for the proposal with a need to enlist assistance to make changes in the proposal or start again from scratch.

SAFE NURSE STAFFING POLICY 9B4. Course of ActionOne way to avoid the challenges is to meet with the committee to discuss their concerns about policy. For example, research evidence that suggest that safe nurse staffing policy can improve the health outcomes of patients will be presented to the committee to increase their awareness about the significance of implementing the policy. Senator O’Ban can be asked to involve healthcare experts who have experience with nurse staffing levels and other policymakers who have dealt with nurse staffing legislation to address the concerns of the committee. A second course of action to avoid the challenge that implementing the policy is costly is to demonstrate using research evidence that the benefit of implementing the policy outweighs theassociated cost of hiring nurses. The findings from a study showed that the cost of hiring additional nurses was partially balanced by savings from less adverse events including hospital-acquired infections (Lovell, n.d.). Several studies will be presented to the committee as evidence that the benefits of staffing levels outweigh the cost.
