Impoverished care says that for those who have no insurance coverage or have little coverage for healthcare are expected to pay the difference out of their own pocket. This leaves the consumer with a high debt due to healthcare costs of services, treatments, and procedures. WHO estimates that more than one million people end up below the poverty level every year due to not having the correct healthcare plan. Fragmented care means that there are more doctors specializing in different areas of medicine which is narrowing the scope for disease control programs. This is increasing the need of services available for those patients who are in need of care.

WHO sees unsafe care as a poorly designed system? They say that the system does not assure safety or hygienic standards. As a result, hospitals are seeing a huge number of infections incurred while in the hospital as well as medicine errors as two of the most common avoidable effects. Both of these effects often result in severe health issues or even death, given the nature of the unsafe treatment or medication. As quoted by the World Health Organization, “Resource allocation clusters around curative services at great cost, neglecting the potential of primary prevention and health promotion to prevent up to 70% of the disease burden. Those covered by public insurance only pay 10% of cost.
