BCFllO Fundamentals of Business Financial Management Lesson 3.2 - Planning Process RESOURCES I PRIMT I HELP Planning Phase: Timing Timing MIJ,h§h,ii[email protected] Long Description The Planning phase begins in the February/March timeframe of one calendar year and ends in the April/May period of the following year. The purpose of the Planning phase is to develop guidance for structuring forces and establishing priorities. Flowchart contains five circles representing the key documents in the Planning phase: National Security Strategy (NSS), National Military Strategy (NMS), National Defense Strategy (NDS), Chairman's Program Recommendations (CPR), and Defense Planning Guidance (DPG). The President, the National Security Council (NSC), and the Central Intelligence Agency (CIA)/Defense Intelligence Agency (DIA)/Joint Chiefs of Staff (JCS)/Office of the Secretary of Defense (OSD) provide input into the NSS. OSD oversees development of the NOS and DPG while the JCS (including Combatant --Commanders [COCOMs], and Services) oversee development of the NMS n and CPR. The NSS also flows to the NMS. Both the NSS and the NMS flow to the NOS, which flows to the DPG. The Planning phase culminates in issuance of the DPG and signals the start of preparation of the integrated -Program/ Budget process.
