in 2008, it probably never will as the delays associated with a new  American administration would effectively kill the process. A new US  President would need to review the negotiations and it is viewed that the Doha Round is unlikely to be at the top of priorities as political  pressures for protection have been growing, particularly in the US  and parts of Europe. One can conclude that if the opportunity is seized, the  momentum/urgency is put to good use and negotiators offer  concessions in order to contribute to the development goal of the  DDA it is possible for the Round to come to a successful conclusion. Even if the Doha Round were concluded and implemented, debates  over the desirability of specific trade agreements and over the  inclusion of certain subjects or provisions within trade agreements  will not end. Like many economic challenges, at the end of the day, it is a matter of trust between partners. A third Issue is patent control on medical products. The Doha Round is working to expand the rights of governments to develop patent enforced licenses, which will give governments the ability to produce versions of patented medications at a lesser price for private use or during healthcare emergencies. A case study conducted by Iowa State University in 2006, showed Thailand issued compulsory licenses for several HIV/AIDS drugs and heart medications, attempting to keep costs down and maintain public health policy.6 This caused tension with pharmaceutical companies who were not pleased with the government issued compulsory licenses. There is a serious need for balancing international protocol and public health while still trying to keep costs down.
