n)Substance abuseA policy on this could include management commitment that:(i)Employees identified as having substance abuse problems will be given advise andappropriate counselling.(ii)Employees on a recovery programme will be given time off for rehabilitation on full payand be treated on the organisations medical scheme.(iii)An opportunity will be accorded to the member of staff to discuss the problem once it isdiscovered that work performance is being affected by substance related problems(iv)The employee will be accorded the right to be accompanied by a friend or employeerepresentative in any such dialogue(v)An Organization or society will be recommended to which the employee can go for helpif necessary(vi)The employee rights will be safeguarded during any reasonable period of treatment.o)HIV/AIDSAn aids policy could contain the following statements:(i)That the risk of infection in most work places in the organisation is negligible. This isaimed at reducing fear and stigma associated with the dreaded disease.(ii)That where the occupation involves blood contact, as in hospitals, doctors’ andlaboratory staff will be protected as advised in the health and safety guidelines andspecial precautions will be taken to prevent infection.(iii)That employees will not be obliged to disclose their HIV status but that if they choose tothen that fact will be kept confidential.(iv)There will be no discrimination against any one with or at risk of acquiring AIDS.(v)Employees suffering from AIDS will not be accorded any special preference over otheremployees.This may be tied to the organisations EEO policy.
24p)Internet and E-mail policyA policy on this could contain statements such as:(i)Sending of downloading of Emails should be for official purposes(ii)Downloading or sending of offensive Emails is not allowed and those sending ordownloading such Emails will be subject to appropriate disciplinary actions.(iii)Reasonable use of the Internet browsing facility will be allowed to staff but this will bemonitored by the administrator to check abuse. A policy statement that the companyreserves the right to monitor, access all email messages created, sent, stored or retrievedon the company’s system should be included.FORMULATING HUMAN RESOURCE POLICIESThe following steps should be taken when formulating or revising HR policies:(a)Gain understanding of the Corporate culture of the organisation and its shared values(b)Analyse existing policies both the formal and informal ones(c)Analyse the external influence e.g. Government policies, rules and regulations, social andeconomic trends(d)Asses any areas where new policies are needed or existing policies are inadequate(e)Check with managers, preferably starting from the top, on their views about HR policiesand where they think they could be improved.(f)Seek the views of union representatives or staff associations representatives(g)Analyse the information obtained and prepare draft policies first(h)
