HEALTHCARE 3 also changed the way Americans can use it. This is most prevalently seen in prescription drug coverage. Insurance companies now have a new and ever-changing formulary list commonly referred to as covered drug list. This formulary is the list of medications insurance companies must cover, but how much they cover is entirely up to the company. Many of these formulary drugs are mostly or entirely covered for Medicare and Medicaid patients. But if you're one of the millions of Americans that is not covered under Medicare or Medicaid this will mean that if you need a drug that is not on this narrowly defined list and you do not have co-insurance, you are on your own for the cost of the medications (Belvedere 2015). Dr. Scott Gottlieb of the Conservative American Enterprise Institute has another idea. Gottlieb claims that " what we have is an under Insurance problem" he goes on to say that "people are now underinsured, especially for catastrophic drugs, if they get a disease like cancer or something like that because of these new formulary designs if the drug is not on your formulary list, and you have no coinsurance you're completely on your own" (Gottlieb 2015) most Americans might agree with the assessment that they are underinsured, yet the only way to be better insured is to buy into a better plan. Though how to do so when most Americans can barely afford the plan they have now is unclear. Even the national deficit will be impacted by the inflated cost of insurance.
