the Ukrainian railway. In particular, railway stations and few active stations. Public-private partnerships are developing and becoming more complex, and with this the legislative regulation of the industry is changing. But this happens slowly, and public policy does not always keep pace with regulatory acts. At the end of the summer of 2018, one of the most impressive infrastructural collapses occurred in Italy: the two-hundred-meter section of the Morandi bridge in Italy collapsed. This tragedy, which claimed the lives of 43 people, demonstrated how serious the consequences can be for users of the highway and for the toll road operator - Autostrade per l'Italia. To eliminate the accident, the operator and the government allocated 500 million and 5 million euros, respectively, the operator’s shares depreciated by 25% of the market value. Now the investigation of the causes of the accident is ongoing, which may lead to more significant consequences for the operator, including a fine of up to 150 million euros, cancellation of the license, termination of the concession contract, and punishment of its officials. One of the consequences of these events could also be the nationalization of almost 3,000 km of roads that are currently maintained by Autostrade per l'italia. This is one of the vivid examples of why public-private partnership issues should be given more attention. The current research has defined the problems that Ukrainian businesses and authorities might face introducing such a new form of organization as PPP. Moreover, it is analyzed the results that Ukraine has achieved, what it should expect in the near future, and how to protect itself from such experience in the context of adoption of bill No. 8125 "On concessions". 2. Main body By its definition, public-private partnerships (PPPs ) characterize forms of cooperation between a state or a municipality (state partner) and a private company (private partner) in creating, reconstructing, operating a state / municipal property. PPP forms distinguish concession, property management and joint activities; allowed to mix forms of contracts, for example, property management and joint activities. Procurement procedures (qualification and competitive selection) occur under the terms of procurement for public funds. 4

Concession as one of the subspecies of public-private partnerships has a number of differences from other forms of PPP. Firstly, a separate procurement procedure has been created (namely, a concession tender). Secondly, the essential conditions of concession agreements are determined. Thirdly, it provides for the use of a concession facility on a paid basis.
