One ofthe key reasons could be that the key stakeholders cannot agree.The policy analysis process discussed in the previous section must be diligentlyfollowed. This helps make better decisions on policy improvements. The recommendations can also be supported by SWOT Analysis,Cost and Benefit Analysis or Root Cause Analysis.
