Does the plan adequately cover the risks identified? Yes, TCEQ has a plan that very well covers the risk identified. They strategies to conserve water where it is less necessary. Restrictions on watering days and times. The plan goes into great detail of how and when first response teams and support teams will be dispatched during a large spill. Specific procedures for handling and containing the spill is identified as well as set standards of how alerts of the spill should be handled. Where does the plan excel? The plan excels in reactive solutions to the issue of drought. The plan is very detailed in the steps that will be taken during drought situations. The plan excels in organization of crew and support in handling spills in an efficient manner. It also does an incredible job of distribution of responsibilities. Where is the plan inadequate? The plan seems to be inadequate when it comes to enforcing the restrictions on water for wholesale and retail suppliers.
