Hua’s holding of formal office The Gang of Four had been seen as so dangerous that they had to be removed by extralegal means; even then, without the legitimization provided by Hua Guofeng’s approval as the formal head of the party, the plotters might have desisted. The need to first delegitimize Hua highlights a second point in the counterfactual scenario, namely, the link between personal leadership and the political line Hua attempted to secure his leadership by vowing to continue the policies of Mao Zedong. The Dazhai model, which emphasized collective labor, was confirmed in agriculture, as was the Daqing model, which similarly emphasized ideological incentives in industry. Hua vowed to uphold the results of the Cultural Revolution and the “all-around dictatorship of the proletariat” At least three issues were vital to Deng in this question: rural policy, enterprise policy, and ideology. Wan Li critical to rural reform Anhui Party Openly contemptuous of the commune system Wan Li’s protection of early reform efforts in Anhui and the film produced by Xinhua were actions that took place within the structure of formal politics, but informal politics were also critical in gaining central support for rural reform. Informal politics was also in great evidence in the role that young reformers played in the promotion of rural reform. Whether one looks at the role of the so called four gentlemen or that of the Rural Development Group, it is apparent that informal politics was central to their activities. The inauguration of enterprise reform inevitably involved a more bureaucratic process than rural reform The industrial economy-particularly that which involved the large and medium sized state owned enterprises that made up the core of the planned economy-was interrelated and interdependent in ways that the rural economy was not In particular, the notions of a political “core” with a corresponding political line remained deeply embedded.
