A Zero Tolerance for Corruption policy was passed, and a new code of conduct was introduced for public officials whereby gender discrimination was prohibited and made it possible for employers to fire non-performing staff and employ expatriates.

5. What are the main obstacles to a country’s economic transformation program? Land and Physical Infrastructure The poor state of infrastructure and low production are the major binding constraints to pro-poor growth and economic transformation in Rwanda. These not only undermine private returns but also increase the cost of finance. According to firm measures, the state of infrastructure, access and cost of finance, tax rates and skills of workers are ranked as higher business obstacles when compared to factors such as macroeconomic instability, corruption and anti-competitive practices. Next is electricity costs were three to four times higher than in neigh boring countries because of the need to rely on generators which caused transmission losses of 25%. Rwanda was hard hit by the higher oil price, which resulted from transport costs and global economic recession in 2008. International Trade Rwanda had been a member of the WTO since 1996 and was a signatory of the Convention on International Trade in Endangered Species. Rwanda’s imports and exports as a share of GDP were among the lowest in Africa, and Rwanda had a trade deficit of $185.6 million in 2003.57 In 2003, the major export destinations were Kenya ($41.0 million), Uganda ($26.6 million), the EU ($8.6 million), Tanzania ($8.0 million), and the DRC ($4.1 million), while imports came primarily from Kenya ($28.4 million), the EU ($25.9 million), Uganda ($7.6 million), United Arab Emirates ($7.6 million), and Tanzania ($5.6 million). The export price index had declined by 26% since 1995.58 Much cross-border trade with neighbors was unrecorded; it was believed that Rwanda maintained a substantial informal trade surplus by exporting food and services to the DRC and Burundi. Export as one of the ways for Rwanda to diversify and increase exports in the new products outlined above, Rwanda has passed a national exports strategy which is currently under implementation. Given that is land-locked and the high cost of transportation of goods to and from main ports is one of the major obstacles to export expansion, Rwanda has become more pro-active in pushing for the implementation of the East African Common Market Protocol.
