They wanted to restore opportunities for common people and help the poor. -Most progressive reformers were middle class elites who thought they knew how society should be structured. They wanted a strong government that could regulate all things and eliminate bad things. III. Progressives in the Cities and States   - A hurricane came and destroyed galveston and the local politicians messes up the relief effort. The state appointed someone to handle the situation. The
commission did so well in building the city that galveston kept them after the city was rebuilt to run their government. A. Civic Reform   -By 1940 over 400 american cities had adopted the galveston way of running a city. One person who was an expert was hired by the commission to run the city government. B. State Reform   - the wanted to make sure that political machines had less influence. -the public would choose which candidate they wanted to run. This way was adopted by almost all of the states. Several states adopted the initiative which permitted to public to propose legislation.
