Thesis Statement Police (law enforcement) officers are afforded a lot of power which they misuse in incarcerating and taking away the citizen’s freedom through acts of corruption. Statement of Hypothesis Increase in corrupt activities within law enforcement agencies, among them being police officers increases rates of crimes in the society. Identifying when, where and how police officers succeed in the crime, various departments can step in and prevent abuse of the authority. This will reduce rates of crime in the society and improve officer/ community relations making it easy to serve the society. Literature Review Understanding Corruption: Police and Integrity Corruption is totally an ethical issue and ethics as related to law enforcement begins with integrity as stated by Martin (2011). Integrity requires summing up of virtues such as honesty, justice, responsibility, trust, loyalty, selflessness and courage with the aim of achieving goals of protection and service to the general public by police officers. There are two main elements of corruption, misuse of authority as stated earlier and personal attainment. Understanding police corruption is complex as a result of cover up by other officers in the case of investigations. The vice has been defined by various scholars to offer a clear guide to the idea of corruption. According to Kutnjak “Police corruption is an action or omission ,committed by a police officer

LAW ENFORCEMENT 4 or a group of police officers, characterized by the police officer’s misuse of the official position, motivated in significant part by the achievement of personal gain.” According to Barker (2011), a variety of actions portray corrupt/unethical activities by police officers. They include: Protecting people involved in criminal activities such as drug trafficking and prostitution , adding to evidence in cases ,called frame up ,stealing from arrestees, for example from traffic accident victims, performing shakedowns which in simple terms is accepting bribe for failing to follow through criminal violation or not arresting a criminal. Undermining criminal investigations or proceedings, referred to as the fix. Accepting free drinks, meals and services from perpetrators of various crimes defined as corruption of authority etc. The above aspects form the basics of understanding corruption, a vice that different authorities in various countries such as United States, United Kingdom, China, and Australia among others struggle to fight to date.
