Observed there was more crime in impoverished areas, but this is not the causation; poor people make for suitable targets (carry cash as opposed to credit) - Young people make more suitable targets due to their schedules (out late more often at night) c. Absence of Capable Guardians: people’s routine activities determine if they are capable of protecting other people and other people’s properties - We say cops are capable of protecting victims, but citizens’ roles in protecting people and property is often overlooked because the private level is most important - If there are no guardians, then motivated offenders have an opportunity - Less than 1% of offense are interrupted by police Cops aren’t around all the time, but other victims are In recent decades, people are absent more often A household with only one adult present is twice as likely to be burglarized as opposed to 2+ adults 4. These three elements allow crime to occur 5. Case Example a. Hurricane Katrina: plethora of suitable targets and absence of capable guardians in the aftermath of the disaster resulted in rampant crime in the devastated city D. Convergent City/Divergent Metropolis 1. Cities are now “divergent metropolises”: more people live outside the city now and more commerce takes place outside the city
