§9. Attached Divisions are subdivisions under a Department, such as ad hoc Bureaus, which may be created to manage the performance of skill, ability, or talent-specific tasks or for other relevant reasons. Through an Official Resolution (Art. VIII Section 7 [G]), an Attached Division can be created, the concurrence of both the CEO and the Head of the Department is required (Art. V Sec.6 [H]); the duration of its existence and/or the process of its abolition must be stated in writing. §9.1The Chairpersons and members of an Attached Division must be Official Fellows. ART. VII. Election of Officers §1. Elections for officials occur once (1) an Academic year, on one day among the first two weeks of March from 7:00am-9:00pm, unless otherwise stipulated with at least one (1) week’s prior notice to inform on the details of the Elections and encourage Official Fellows to vote. §2. A Certificate is filed, contains the platforms and credentials, to declare the intent to run of the candidate and is to be submitted to and decided upon for eligibility and amended by the EB on the third week of February. §3.The nonpartisan system is in effect, in which each candidate is eligible for office on his merits and that political parties, alliances or alignments with candidates, persons and entities within or outside JO, implied or effective, are non-existent.

§4.The only form of Campaign allowed, which should purely be a presentation of leadership platforms, is when the EB conspicuously posts the amended Certificates of Candidacy, through social media and/or physical means, to provide voters to examine it for the entire period of the Campaign from the fourth week of February until 9:00pm of two days before the day of the Elections to provide for a cooling-off period. Campaign does not resume at any time within the day of election. §5.Guidelines on the format of a Political Forum, wherein purely platforms of leadership are discussed preferably occurring on a General Assembly may be issued by the EB. §6.Election of Officers is by written secret ballot, with each Official Fellow casting one (1) vote. A plurality or majority of votes for the position, regardless of voter turnout, will constitute a victory. An Official Fellow waives his right to vote when he is not present during the Election Day. §7.A Letter filed by Candidates to the Adviser ab intrais decided with finality by the Adviser ab intraand the Chairperson of the College Student Council who should meet within two (2) days and hear the merits and demerits of the case on the following grounds: A.The removal of any student EB Member who commits any act jeopardizing the secrecy and sanctity of the ballot and/or any act favoring/discriminating a candidate. B.The disqualification of a candidate for campaign beyond the posts of the EB. C.The disqualification of a candidate loitering around the polling precinct.
