Since the pure rationality model has tremendous contributions to understand most of the other normative models, it would be appropriate to examine it in some length. Fundamentals of the Rational Choice Theory Before examining these studies in detail, we need to identify the basic assumptions or propositions of the rational choice perspective 7
4 . Evaluated applicability of rational choice theory in Ethiopian public Policy as follows. Rational choice theory involves individualism. The individual decision maker is the primary unit of analysis. The individual preference or values are assumed to be more important than other values collective or social /Anderson 2003/ rational choice theory also these to explain public policy in terms of the actions of self-interested individual policy actors. According to rational choice theory individual citizens must participate in public policy formulation and implementation, however in Ethiopia individual citizens have no participation in policy making process FDRE constitution providing institutional frame works for public policy making according to the constitution the country enacted various policies, such as agricultural policy, water resource management policy, educational policy, health policy, foreign policy/. In these polices the participation of individual is disregarded. One main reason is the constitution gives emphasis for group right rather than individual right. The other reason is public policy is formulated based on the interest of ruling party. In addition to according to the principles of rational choice theory public policy should be determined by the demands and actions of the people or the masses. This means according to this theory in policy making public participation is mandatory. The government has responsible to participate people in policy making. But in Ethiopia public policy is not determined by the demands of the public, it is determined by elites.Therefore, in Ethiopia elite theory is applicable in public policy formulation rather than rational choice theory. 8
5. Summary Public policy is the broad frame work of idea and values with in which decisions are taken action by government in relation to some problem. Then public policy must give solution for political, economic, and social problems. Moreover, to make a good policy, a policy maker must guide by principle. Public policy is very complex. It consistsconcept of different disciplines. As the result of this policy making is not an easy task. It needs sufficient knowledge and skills. Public policy also has theatrical bases. When public policy makers formulate public policy they must take in to consideration the relevance theories. Among such theories one is rational choice theory. Rational choice theory is a modern theory. According to rational choice theory doctrine Individual’s citizens, people/public /, stack holder, non-governmental organization, and so on must participate in public policy making.
