My work in citizen security extends beyond the Dominican Republic.In 2000 I became afounding member of an innovative project in citizen security for Mexico, the Caribbean,Central America and the Southern Cone.Funded by the Ford Foundation and supportedby the Woodrow Wilson Center, we launched Creating Community, a program thathelped train and empower civilians to become stakeholders in security matters thathave long been state monopolies and directly impacted public policies in Argentina, theDominican Republic, and El Salvador.Through these projects I have developed personalcontacts in governments, universities and NGOs across Latin America and theCaribbean.6|P a g e
