The majority of these cases are related to an unvaccinated population. The CDC reports that one hundred and thirty-one people were hospitalized and sixty-five people having serious complications. These complications include pneumonia and encephalitis[ CITATION Mea19 \l 1033 ]. The disease is so contagious that one person can affect up to ninety percent of people around if they are not protected[ CITATION Mea19 \l 1033 ]. Currently, there are no federal laws related to vaccinations, it is left to each state to regulate. All fifty states have laws regarding mandated vaccines. Fifty states allow medical exemptions, forty-five allow religious exemptions, and fifteen allow philosophical exemptions. Currently in Ohio, we allow all three: medical, religious, and philosophical[ CITATION Sta19 \l 1033 ]. We will create a policy change to only allow medical exemptions in the state of Ohio. Parents do have a right to refuse vaccinations. If parents choose to not vaccinate their children, the child/children will not be allowed to attend public school or public events. Target Population

MANDATING VACCINATIONS 4 We will be mandating that any child entering a school program be vaccinated properly before attending these public encounters. Again, if the parents wish to not vaccinate their children, they can do so, but the children cannot participate in offered public encounters. School programs include public school, recreational sports, private schools, and daycares. We also will be mandating children that previously received exemption due to religious or philosophical reasons will be vaccinated. On-time vaccinations throughout childhood will help keep the population safe from potentially life-threatening diseases. There will be two medical exemptions, allergy contraindication or a compromised immune system. If children have a medical exemption, they will need to provide a new exemption every new school year. Catalyst for Change We have a responsibility to protect the public from any catastrophic events. The time is now to strictly mandate vaccinations in relation to the recent outbreaks. Microorganisms are evolving and starting to change their molecular structure. If we eradicate these diseases, they do not have a chance to restructure. The restructuring can potentially leave the United States in a very large problematic situation without any effective solution. The CDC puts it simply, “You always make sure your child is buckled in his car seat, but you don’t expect to be in an accident” [ CITATION Mak19 \l 1033 ]. This is the same preventative measure vaccines offer. Stakeholders and Key players Changing this policy is going to require several key players and stakeholders. We will reach out to our very important local nursing chapters and the Ohio Nurses Association (ONA) for their added help and expertise. We will rally our State Senator and Representative. For the community of Lakewood, Ohio, our pilot community, the Senator/Representative will include Nickie J. Antonio and Michael Skindell. Nickie Antonio has long been pro-vaccinations. She has
