The Follow-up Co-ordinator reiterated this recommendation in 2006. 10 The retention of the reservation undermines Ireland’s commitment to remove all reservations to international human rights treaties. However, the IHRC acknowledges that the State has commissioned research into the adequacy of Irish legislation when dealing with racially motivated crime. No recommendations for legislative change have yet been announced. 11 The IHRC requests the Government in its periodic report to provide information on the progress made on the State commissioned research on the concept of race hate crimes in Irish law and its compliance with Article 4 of CERD. 4. Funding and Support a. Human Rights Institutions The CERD Committee recommended that the State provide the newly established institutions in the field of human rights and non-discrimination with adequate funding and resources to enable them to exercise the full range of their statutory functions. 12 In addition, the Follow-up Co-ordinator referred to the cap on staff recruitment in the public sector in his Report, stating that it hinders the institutions in the fulfilment of their functions. 13 The Follow-up Co-ordinator encouraged review of the recruitment procedures for statutory bodies in order to facilitate their effective functioning. The IHRC requests the Government to provide in its periodic report information on what review of the recruitment process for statutory bodies has taken place.
