I agree with you on DNL 75 and DNL 65. I likely would have chosen the same if I hadchosen Scenario 2. Great reference of Sneed V Riverside. I don’t even know what Sneedwould have built at three inches (Hamilton & Nilsson, 2020). While the AIP funds the development of new airports, italso provides commercial operating airports the ability to charge Passenger FacilityCharges of up to $4.50 for every passenger. This charge tagged onto airfare tickets allowsairports to receive money from passengers for the use of their facilities. The moneyscollected from PFCs are used for future FAA-funded projects.2.Aircraft noise is a growing concern for communities surrounding airports. The AirportNoise and Capacity Act of 1990 was a major step to alleviating noise levels aroundairports. The act included requirements for newly built air transport aircraft to bedesigned with quieter engines. Additionally, noise abatement procedures and curfews forcertain aircraft operations were implemented through the work of the FAA and airportoperators.3.Under the Police Power, the government has the ability to impose laws regarding land usezoning and height zoning regulations in the areas surrounding an airport. The PolicePower is an essential development for an airport governing body in order to avoid anyobstructions to be constructed in aircraft approach paths. Safety is the main considerationwhen utilizing height zoning regulations.4.In order to stop the development of homes and other noise-sensitive communities whereaircraft noise may be loud, the Police Power can be used by the government to developland use zoning and noise ordinances. By the government buying or having control over aspecific zone in noise sensitive areas, the development of homes and other projects couldbe prevented in order to keep all parties happy.5.Proprietary Powers gives the airport governing body the authority to control the use ofthe airport to a certain extent. Additionally, the commerce clause gives the federalgovernment the power to control interstate and foreign commerce in aviation. Therefore,the type of aircraft operating at an airport can be regulated to a certain extent.
