It is very common for younger African American to have relationships with older blacks so that they can have housing, food and other essentials for survival. This has contributed to high rates of HIV across multiple generations (Pouget et al., 2010). With such an ever increasing epidemic in this population, it is crucial to understand that there is need to implement measures that will help solve the problem of HIV/AIDS among the African Americans (Bales & Piquero, 2012). United States has implemented substantial interventions to curb the disease but given the social and economic characteristics of poor African American communities, there is need for a more systematic approach to this epidemic (Witte et al., 2010). Without addressing the underlying factors, it will be very hard to manage the spread and control of HIV for the conditions that increase the spread of HIV will always outweigh the available measures to combat the disease (CDC, 2011). Successful Health Advocacy Program R yan White HIV/AIDS Program This is a program with primary focus on HIV/AIDS care. It is entirely for individuals who do not have health insurance, those with insufficient health coverage and those who do not have financial resources to the HIV care they need (Cahill, Mayer & Boswell, 2015) . This is a program that entirely funds medical care and other essential services. Thousands of people living with HIV are ineligible for Medicaid and also do not qualify to any help in the purchase marketplace insurance. In all the states which have declined to expand Medicaid eligibility, 50% of new HIV diagnoses occur here, 50% of black Americans living with HIV live there (CDC, 2011). People with HIV will continue to require services which are funded by Ryan White especially in the states which have not expanded Medicaid eligibility (Ojikutu et al, 2014) . This is an initiative of Ryan white, an Indiana teen who advocated for an end to stigma and ignorance associated with HIV/AIDS. This program funds to sustain health centers and clinics were more than 300,000 persons living with HIV receive medications throughout the year. This program has been successful in establishing community based responses to HIV to negotiate advances which include treatment as prevention (TasP), Post Exposure Prophylaxis (PEP) and PrEP (Grieb, Davey-Rothwell & Latkin, 2012) . Through the use of U.S. Congress, where it owned up the program, its enactment and legislation was easy and effective.
