2.1 Methodology 2.1.1 Introduction. The Ministry of Education and Sports annually conducts education census to provide timely, reliable and accurate information concerning the education sector for planning purposes. In the same vein, the Ministry is planning to conduct the 2011 education census in May 2011 covering pre-primary, primary, secondary, non-formal teacher education and BTVET sub-sectors. Tertiary institutions will be covered later due to variation in their school calendar. Note that the annual education census exercise allows the Ministry of Education and Sports to collect all the necessary information about education in Uganda. This information is used as an

23 EDUCATION STATISTICAL ABSTRACT 2011 input to the planning and monitoring of the provision of quality and relevant education to Ugandans. It is intended that the census should address the information needs of all stakeholders. 2.1.2 Time Scope The exercise is scheduled to take place in the last week of March 2011 and it is expected to run for two weeks and it will be managed and coordinated by the Education Planning and Policy Analysis Department (EPPAD). 2.1.3 Data Gathering The ASC 2011 covered all educational institutions across the country. For ease of implementation, the country was divided into 12 clusters comprising 7 - 15 districts each as detailed in annex 1.2 This exercise was implemented by the MoES Headquarter staff, DEO’s/MEO’s, DIS/MIS, and County Inspectors of Schools. The MoES Headquarter staff conducted the training of all DEOs, MEOs, DIS/MIS, County Inspectors and Heads of Education Institutions during the training workshops within the respective LGs. The DEOs/MEOs/DIS/MIS were overseeing the filling, retrieval and authentication of filled forms by the school heads, County inspectors were overseeing the distribution and collection of census forms as well as training school heads that did not turn up for the training workshops. This was meant to limit non response as much as possible. The exercise was implemented over a maximum of 24 days, depending on the number and size of the districts in each of the clusters. The first half of the exercise was spent on conducting of the training workshops at County level involving all heads of Education institutions in those particular counties. For those not available, the questionnaires was handed over to their respective county inspectors, Filling of ASC 2011 questionnaires by heads of Education Institutions during the workshop, with an allowance of utmost two days for completing the questionnaires in each district .
