Crack vs. Heroin The way that the “crack epidemic” was handled was aggressive policing and high incarceration rates. Prison is being used for deterrence and rehabilitation and that is the way most cities were trying to fight the crack (“89.3 KPCC, 2017). Whereas with the “heroin epidemic” cities are trying different ways to combat it. They are trying to use safe-injection sites, which allows addict to use without overdosing and possibly get them into treatment. Another thing that they are trying is to prescribe heroin and medication-assisted treatment (“Time”, 2017). These options are supposed to help so that people do not overdose and they are getting the treatment
