1964 - Education Circular was issued to all schools to appoint guidance teachers – focus upon education, career and personal guidance services. 1973 Universiti Kebangsaan Malaysia ( UKM ) offers counseling services at Student Counseling Unit , and its first director was Mr. Mohd Zain Abdul Kadir . Then , appointed Mr. Ibrahim Hashim (1974 ) and Mr Hamzah Samat (1976 ) as Student Consultant .

1978 - Seremban Prison began drug counseling services in prison and a total of 168 prison officers trained by the Bureau of International Nacortic Matters , USA in the field of rehabilitation counseling . 1980 - Maktab Perguruan Ilmu Khas (MPIK ) started introducing the course " Counseling Certification " for a year.

1982 - Counselors Association of Malaysia registered by the Registrar of Societies . 1989- Counselors Association of Malaysia converted to Malaysian Counseling Association (PERKAMA) – the purpose was to establish a professional basis for counselors .

1992 - The office of the Chief of Psychology and Counseling established in the Public Service Department ( JPA ) with the help of PERKAMA. 1998 – COUNSELORS ACT 1998 approved by the government on December 1, 1998 .

They are different in many aspects, including cognitive , emotional, physical , moral , interests , behavior , social and talent , even if they are in the same class . They have less interest in learning and low motivation level, usually will produce a variety of disciplinary problems in school .

Therefore, students with learning disabilities , or who are misbehaving, need guidance teachers to help them.
