Education, Religion and Discriminatory Treatment The CERD Committee noted that almost all primary schools are run by Catholic groups and that non-denominational or multi-denominational schools represent less than 1% of the total number of primary educational facilities. 19 The Committee expressed concern that existing law and practice would favour Catholic pupils in the admission to Catholic schools in case of shortage of places. This is a significant issue in light of the limited alternatives available. The Committee encouraged the State to promote the establishment of non-denominational or multi-denominational schools and to amend the existing legislative framework so that no discrimination may take place as far as the admission of pupils of all religions in schools is concerned. The IHRC requests the Government to provide in its periodic report information on the number of non-denominational and multi-denominational schools and the number of pupils attending such schools in Ireland at present. The CERD Committee and the Follow-up Co-ordinator recommended that the State consider expanding the scope of the Equal Status Act so as to cover the whole range of government functions and activities, including controlling duties. 20 The IHRC requests the Government to provide information in its periodic report on what consideration the State has given to extending the scope of the Equal Status Act to cover the whole range of government functions and activities. The IHRC further requests reasons for the non-implementation of the recommendations made. 6. Migration Concerns a. Ratification of European and International Treaties In order to ensure better protection for migrants and migrant workers, the CERD Committee and the Follow-up Co-ordinator encouraged the State to ratify the Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, and the ILO Convention No.97 on Migration for Employment (Revised). 21 The IHRC requests the Government to provide in its periodic report information on the steps take towards ratification of the Convention on the Protection of the Rights of All Migrant Workers and Members of their Families and the ILO Convention No.97 on Migrant for Employment (Revised). The IHRC requests that information be provided on any review process underway with respect to ensuring that domestic law is compliant with the above international instruments.
