In a world that’s changing really quickly the onlystrategy that is not guaranteed to fail is not taking risk.” Mark Zuckerberg (Carrol, 2015, p. 11). Thirty-five years ago it would have been impossible to predict where the industry would be today regarding risk management as it relates to health care. It is important to learn from adverseevents to improve the health and safety of both internal and external customers. There has been one constant in health care and that has been that it will continue to change (Carrol, 2015). Introduction to The Safe Staffing for Nurse and Patient Safety Act of 2018(S. 2446)Other sections of this paper have focused on more institutional or internal approaches in order to gain some advances in quality improvement to the United States Health Care Delivery System. However, as mentioned in Shi and Singh’s The Essentials of the United States Health Care Systemthere have been times when improvements to the United States Health Care Delivery System have not come from the privatized portions of the system (Sin & Singh, 2017, 9-10). There have been times when the governmental portion of the United States Health Care Delivery System has stepped in and has had far reaching and measurable impact in regards to quality improvements within the system. Some of the most notable instances have been the passing of Medicare and Medicaid with President Lyndon Bayne’s Johnson and the ‘Great Society’, and the Affordable Care Actwhich was passed into law during President Barrack Obama’s time in the oval office (Shi & Singh, 2017, p. 28; 306). 15

QUALITY IMPROVEMENT IN HEALTHCAREHowever, it is critical to remember that both of these examples of quality improvements to the United States Health Care Delivery System did not mysteriously or instantly become law. These improvements started off as bills within the United States Congress. The floors of the United States Congress have been the launching point for many bills that have passed into law. Therefore, when one considers quality improvements to the United States Health Care Delivery System, especially improvements from the governmental portion of the system, it is a proper starting location for considerations. Considerations for improvements to the United States HealthCare Delivery System like The Safe Staffing for Nurse and Patient Safety Act of 2018,S. 2446.The Safe Staffing for Nurse and Patient Safety Act of 2018, S. 2446, was introduced 15 February 2018. Since the introduction date, the bill has advanced out of committee, but has not made much headway since its introduction back in February. The bill was drafted and put to the floor of the United States Congress to create a national law that would establish a nationwide nurse-to-patient ratio. The reason(s) for a national nurse-to-patient ratio have stemmed from the negative impacts attributed with understaffed hospital departments within the United States Health Care Delivery System.
