Universities usually have very limited resources and can not fire or hire new employees easily since all those procedures are regulated by law. On the other hand, Spanish Universities are highly politicized and, therefore, good results can be translated on promotion possibilities and, as a consequence, the use of any system that could help to reach this results with the above mentioned limited resources could easily be approved. Both authors propose the utilization of the BSC system not for the whole University but for each department and service on a separate way since the University's ecosystem is really complex and strategic goals that could be useful for some departments or services would, probably, be of no help on other cases. Objectives are still quite similar to those proposed by Kaplan and Norton: increase productivity and user's satisfaction but with the bindings above stated. This may seem a contradiction since many times this increments are achieved by increasing invests or firing non-productive employees but Amat and Soldevila propose a model where, in contrast to Kaplan and Norton's, the most important perspective for achieving this objectives is the learning and growth. Their model is based in the fact that improving employees formation and using an accurate incentive's policy, something that is seldom used at Spanish Universities, this would start an iterative process where employees would make suggestions to improve on all perspectives and, as a consequence, improve those indicators chosen at all perspectives, specially those related to internal process that are those more correlated with employees satisfaction and productivity as well as being the perspective that can easily be directly improved from employees suggestions. This is specially important on the financial perspective since improving cost efficiency and productivity could be translated on an increment of investments from the public administration and, consequently, an improvement of the department or service's finances. Finally if this situation would occur over all the University's departments and services, the whole organization's finances would improve.

Finally another important consequence is that Spanish universities are traditionally chosen by their prospective students based on mouth-to-ear information provided by other students and alumni and, therefore, a high user satisfaction would be translated on higher opinion about the institution and an improvement on its rating compared with other universities from the same area what would be translated on an increment of its users and, again, this would conclude on an increment of its financing.
