Officially, Uber service is illegal in Hong Kong, as the government clarified explicitly that Uber drivers broke the law by offering car hiring services without any license or third-party insurance. In August 2015, 5 Uber drivers were arrested by the Police for providing unlicensed transport services and were convicted of using cars for hire without permits and driving without third-party insurance. In May 2017, 22 Uber drivers were again arrested on suspicion of driving without HCPs and third-party insurance, in a three-week undercover police operation. An increase in laws and regulations would result in higher cost of entry to the market, and would significantly impact Uber’s expansion possibilities and ban them from current markets. The company also has to face the severe lobbying to local governments by local taxi drivers who pressured governments to ban the business. Furthermore, it had to come up against the outdated taxi laws. In Hong Kong, some politicians hold a stake in the taxi industry which makes the union have a bigger influence on the government. Several demonstrations by taxi drivers, which resulted in UBER being illegal in HongKong and several Uber drivers were arrested. Banning Uber will receive support from taxi drivers and taxi licence owners who currently enjoy little to no competition in the taxi industry. In fact in their recent protest, they have made clear they would bring a judicial review if ride hailing services were made legal. The pressure imposed on the government is resulting in new
