How did it start? President Bizimungu resigned, followed by parliamentary speaker, 3 cabinet ministers and prime minister. Vice president and minister of defence, Kagame was elected president in a vote by National Assembly and Council of Ministers. Despite initial recovery, economic growth was slowing. (increase of oil price, drought, conflict in DRC and reduction in international aid caused fell in growth, exports, and prices of coffee and tea) President Kagame began a process to develop a long-term strategy for economic development. With encouragement of the World Bank, Rwandan government involved outside advisors on the strategy. With president initiative, Rwanda Vision 2020 was created through a consultation process that include a broad set of stakeholders throughout civil society.

Vision 2020 Major objective Transform Rwanda into middle-income country by 2020. [achieve annual per capita income US$900 (US$825 in Dec 2019); poverty rate 30% (37% in 2017); average life expectance of 55 years (68 years in 2019)] Taking into account Rwanda’s scarce resources, prioritisation and sequencing will be crucial. Vision 2020 shows prioritisation in short, medium and long run. Short term: promotion of macroeconomic stability and wealth creation to reduce aid dependency Medium term: transforming from an agrarian to a knowledge-based econmy Long term: creating a productive middle class and fostering entrepreneurship
