The senate has several unique powers and roles. One, the senate reviews and provides advice on presidential appointments and nominations elect the Vice President of The United States if necessary and consider any legislation and bills introduced by the president. Second, the senate has the power to ratify treaties by a majority vote, creates new legislation and tries any impeachment proceedings started in the House of Representatives, otherwise known as the lower house. Tom and George Packer bring in a new picture of the senate, painting the body as an empty chamber. In his view, George Packer notes that the senators read speeches one after another just for the sake of the Camera. In fact, the senator reading the speech, the next senator to be on the podium and probably the presiding officer are the three parties interested in the ongoing speech.

THE SENATE EMPTY CHAMBER 3 The senator of Kansas is reported to have said that he lacked a personal disagreement on a bill but would only disagree because the entire republican body has. This bitter fact points out at how sharply the senate is divided along party lines. George Packer reminds the American community that both houses used to have luncheon together once in a while since the politicians only disagreed on ideologies and not party as it is today.
