The main goal of the New Zealand health care system is to provide the best quality of health care services to the patients, which is one of the qualities that is being attributed in the new policy to be implemented. On the other hand, Berwick, Nolan & Whittington (2008) argue that the new policy will not only translate to an increase in quality but will also be important in reducing the number of people requiring surgery in the country. In another argument, Oliver & Mossialos (2004) believe that the new policy will help to increase equity in the New Zealand health care system, a factor that has been for a long time lacking. Oliver & Mossialos (2004) continue to argue that the new elective surgery policy will ensure that all patients are able to receive the same quality of health care services regardless of the gender and physical status. In the past, New Zealand has had the highest number of cases of inequality with the women and the physically handicapped being on the downside and not being able to receive the same quality of health care services as the men and those that do not suffer from any disabilities. Oliver & Mossialos (2004) also argue that the new elective surgery policy will ensure that everyone in the community is able to equally utilize the health care facilities that have been set up for the provision of services. In the event that a patient will need to use the facilities that have been set up for the provision of health care services, they will not be biased thus will be able to fully access and utilize the same. Donabedian (1988) had pointed out that the new policy that was to be implemented in New Zealand had to make sure that the quality was being crosschecked occasionally. This is in an aim of making sure that the health care system is constant in terms of quality thereby making sure that patients develop the trust and confidence required with the health care system. Dixon & Mossialos (2002) showed another major factor that must be considered in the new policy that was to be implemented, which was funding for the policy. Dixon & Mossialos (2002) argued that funds are the driving force for the success of the policy thus the source of funds must be able to cater for the different needs of the policy by paying the hospital staff and catering for other basic commodities. In New Zealand, the government has clearly pointed out that the source of funds for the new policy will be international organization such as the World Health Organization (WHO) the main advocates for quality health care services. The government will also channel some more funds towards the health care system that will cater for the provision of the new policy. Reviere, Berkowitz & Carter (2002) argued that the new policy must be able to reach the entire block of individual that requires the service. The patients must be in a
