The engineer is liable to feel that these problems constitute his major burden. It happens however, that the financing of power plant construction, as in any other field of building, is at first the paramount consideration. Utility stock, sold to the public, and particularly to the customer’s public, is a common means of financing that it shows him how the new construction will give a reasonable rate of return, as well as overcome successfully the purely technical difficulties. In other word, the power plant engineer should have breadth of outlook and the ability to present to the public facts showing that the proposed construction will return profits upon the money invested as well as showing that it is technically possible.
