Other initiatives In 2001, the Rwanda Utilities Regulatory Agency (RURA) was established to grant licenses, enforce regulations, prosecute anticompetitive behaviour and enforce standards. 5-year contract awarded to foreign consultants to manage and improve the operations of Electrogaz. The Zero Tolerance for Corruption policy was passed and a new code of conduct was introduced for public officials. Prohibits gender discrimination and made it possible for employers to fire non-performing staff and employ expatriates.

5. What are the main obstacles to a country’s economic transformation program? 1. Land and Physical Infrastructure Poor state of infrastructure and low production are the major binding constraints to pro-poor growth and economic transformation in Rwanda. These not only undermine private returns but also increase the cost of finance. The state of infrastructure, access and cost of finance, tax rates and skills of workers are ranked as higher business obstacles Electricity costs were three to four times higher than in neighboring countries because of the need to rely on generators which caused transmission losses of 25%. Rwanda was hard hit by the higher oil price, which resulted from transport costs and global economic recession in 2008.

2. International Trade Rwanda’s imports and exports as a share of GDP were among the lowest in Africa. Rwanda has passed a national exports strategy that is land-locked and the high cost of transportation of goods to and from main ports is one of the major obstacles to export expansion. Rwanda also engaged in bilateral negotiations with member countries to reduce NTBs due to corruption and multiple weighbridges.
