It helps in comprehending a project in terms of the cost, scheduling and governance. The WBS element may include any or combination of product, data and service. The principles determining the development of WBS include plan outcomes, 100% rule (all work and deliverables defined in scope should be considered). Only mutually exclusive elements are allowed, level of details, coding scheme, terminal part and consistency to norms.
