The DSS utilized TOGAF to establish a new architectural framework and to assist in managing the outsourcing of service delivery. Some of the DSS’s issues included: having product based departmental IT systems rather than customer centered, having separate systems for each DSS agency, and separate systems for each benefit within the Benefits agency. The new architectural framework was developed to reign in the multiple IT developments from different sources and set a context for any development. TOGAF was chosen because it provided a common set of vendor-independent terminologies, for its acceptance within the IT industry and its vendor neutrality having been developed with input from many leading IT companies and cognizant of the other major frameworks (The Open Group, n.d.). The 71stlargest retailing company worldwide, Dairy Farm Group (DFG) used TOGAF as the basis of a new enterprise wide IT architecture in order to restructure from a federation to a unified group of companies.
