The Effective Vaccine Stores Management (EVSM)
assessment tool was created by the World Health
Organization (WHO) in 2003 and revised in 2004 to
help countries and agencies evaluate critical
components of the country’s primary vaccine store.
To date, 57 countries have completed the EVSM
assessment. Optimize evaluated a total of 42 EVSM
assessment spreadsheets for this report.
The purpose of a vaccine management assessment
(VMA) is to help countries improve the quality of their
vaccine management from the national stores to the
service-delivery level. The data used for the analysis
presented in this report was taken from assessments
that used the second-generation version of the tool.
The goal of this landscape analysis is to inform the
Optimize project on the current availability of cool
chain technologies, the expected availability within
five years, and the projected availability by 2025

An overview of the challenges affecting the supply
chains of immunization systems in low and middle
income countries, and introducing possible solutions.
MSH is strengthening pharmaceutical systems by
building and improving infrastructure and local ability
to effectively manage, purchase, store, deliver, and
use quality essential medicines and laboratory
services. This fact sheet spells out the MSH approach.
The SPS Program builds on lessons learned in the
Rational Pharmaceutical Management Plus Program
and is based on a conceptual framework that
combines the U.S. Government’s new foreign
assistance framework with the pharmaceutical
management cycle’s key components of policy, law,
and regulation; selection; procurement; distribution;
use; management support.
The Global Fund recognizes the importance of
supporting the strengthening of public, private and
community health systems where weaknesses and
gaps in those systems constrain the achievement of
improved outcomes in reducing the burden of HIV,
tuberculosis and malaria. These issues are discussed
in this document.
