Indust ry will give you actionable feedback that can be used to help shape and refine the acquisition requirements to create a more competiti ve env ironment that also maximizes small business opportunities . As you learned in a previous lesson, FAR Part 11 and supplements thereto , provide guidance on describing agenc y needs, such as in performance w ork statements ( PWS), statements of w ork ( SO W), and statements of objecti ves ( SOO ) . Too often , requirements are w ritten in such a way as to preclude other sources from ha ving a realistic opportunity to compete , or signal to other sources than the incumbent , that the y need not bother. Examples include: • Specifying features that unnecessarily restrict the competiti ve field Insufficient amount of time for offerors to build competiti ve teaming arrangements and submit proposals • Requiring X% of the contractor 's staff to ha ve security clearances w ithin X days of contract start ( or mandating the contractor ha ve a large Sensitive Compartmented Information Facility ( SCIF ) at contract start ) • Unrealistic transition periods if a source other than the incumbent wins As acquisition professionals, you will w ant indust ry to help you review the draft requirements documents , as applicable, for any unduly restricti ve or poorly defined requirements .
