The important question may not be ‘what the global south is’ but ‘for whom and under what conditions the global south becomes relevant.’ (Levander & Mignolo, 2011:3) Global south is both a reality and a provisional work-in-progress. The terms ‘Third World’, ‘developing world’, and ‘global south’ are all ways to represent interstate inequalities. What is occluded when we emphasize the state? 1. There are forms of power inequality which cannot be reduced to discussions of state politics. 2. Not all of the former colonial entities are states. 3. The process of globalization places into question geographically-bound conceptions of poverty and inequalities. There is a global south in the global north, and vice versa. Why must we insist on analyzing states and interstate inequalities? 1. Decolonization process produced states. 2. Solutions to problems produced by globalization are largely forwarded and articulated on a state level. 3. Even phenomena largely considered ‘transnational’ are the results of the state policies.
