Sige po, Justice. REP. VELOSO. Thank you, Chairman, Honorable Panfilo Lacson, Chairman of the Committee on Public Order and Dangerous Drugs; Senators Sotto, Pacquiao, Honasan, Poe. Maraming salamat po sa inyo. Your Honors, in your November 10, 2016 joint committee hearing, in aid of legislation, Mr. Leo Laraga of CIDG-RO 8, Regional Office No. 8, named me as Leyte 3 rd District Representative Vicente “Ching” Veloso as a protector of Kerwin Espinosa. He even stated on an alleged affidavit and later twin affidavits of the late Mayor Rolando Espinosa of Abuera, Leyte. This irresponsible mention of my name, Your Honors, went viral in all media outlets and in no time I was already branded as a drug protector. Article VI, Section 21 of the Constitution mandates that the rights of persons appearing in or affected by such legislative inquiries shall be respected. It is in this regard, Your Honor, that I am here 10

COMMITTEE ON PUBLIC ORDER AND DANGEROUS DRUGS JOINT WITH THE COMMITTEE ON JUSTICE AND HUMAN RIGHTS BRHGonzales II-1 November 23, 2016 9:10 a.m. 3 today to tell the whole world that for reasons hereunder stated, I could not have been a protector of Kerwin Espinosa. First, I do not know nor have met the Espinosas. I could not likewise have given them protection because I became functionally congressman of the 3rd District of Leyte only on July 25 after I took my oath in the House of Representatives before the SONA. And this is about two months after Kerwin, per media accounts, left the Philippines. Besides, from 1972 up to the time I retired from the Court of Appeals last year—only last year, Your Honors—I was based in Manila. In hindsight, I was a full-time Manila-based Court of Appeals Justice from 2004 to 2015. I was a full-time Manila-based commissioner of the NLRC from 1989 to 2004 and this is without gap for even a day when I transferred from the NLRC to the Court of Appeals. Could I have influenced judges in Leyte when I was Court of Appeals Justice from 2004 to 2015? The answer, Your Honors, is no. Under the law, our appellate jurisdiction here in Manila was limited only to cases in Metro Manila and Luzon. Leyte was under the exclusive jurisdiction of the Court of Appeals Cebu. In addition to my being an NLRC commissioner and Court of Appeals justice, for 26 years, Your Honor, I taught law in Ateneo School of Law for over 20 years. Since I had no time to even visit my folks in Leyte, I obviously would not have time to meet, much less, act as a protector of a young man named Kerwin. In my estimate, Your Honors, when I was here in Manila for 26 years starting 1989, looking at Kerwin Espinosa, 1989, I think he would have been only five or four years old, Your Honors.
