He emphasized “careers open to talent” elevating merit and intelligence over birth as a prerequisite for advancement. Now that he was gone the victorious powers planned a peace to bring stability to the continent. Their peace was a good one. It prevented war between the Great Powers for almost forty years (Crimean War 1853-1856). 3. The Congress of Vienna a. The victors had two guiding principles: the restoration of legitimate governments and the maintenance of the balance of power. In the eyes of the conservative peacemakers, a legitimate government was NOT one chosen by universal suffrage. It was the restoration of hereditary monarchs throughout the continent. b. The balance of power would be maintained through collective action on the part of the four Great Powers – Britain, Russia, Austria and Prussia. These powers would meet periodically in conferences/congresses to discuss challenges to the established order. c. France, under the rule of a king, soon joined the Congress System and the conservative settlement appeared secure, but powerful social forces were rising to work against it. These forces would burst like a volcano in January, 1848 and the explosion would again begin in France.
