The term coinedcold war was due the fact that weapons were not used, rather military force to take overland and power to contain as much as they could. In order to help and give post war aide to the Soviet Union, GeorgeMarshall, Secretary of State for the U.S.A. came up with a plan. "Marshall proposed that the UnitedStates provide large sum of monetary aid as well as economic supplies to those governments readyto meet certain conditions."(Brower & Sanders, 2013,pg.199) This meant that Russia and otherareas in Europe would receive monetary aide and economic supplies in exchange for openinformation about their economic and financial needs.
