Stalin was focused on security and expansion of the Soviet Union, and continuing his expanded dictatorship through communism. He also recruited scientist to come up with the nuclear bomb and the hydrogen bomb, making the United States very nervous. In order to help and give post war aide to the Soviet Union, George Marshall, Secretary of State for the U.S.A. came up with a plan. "Marshall proposed that the United States provide large sum of monetary aid as well as economic supplies to those governments ready to meet certain conditions."(Brower & Sanders, 2013,pg.199) This meant that Russia and other areas in Europe would receive monetary aide and economic supplies in exchange for open information about their economic and financial needs.
