However, according to(MASA), the high cost of merchandise cannot be due solely to freight costs. However, there areinsufficient sales systems, heavy handling fees, and inadequate land transport. Other reasons, suchas the absence of a manufacturing industry, may have led to the increase in retail prices in Sabah.For instance, a Sabah electrical equipment maker shut down after more than a decade of business.Not because it lacks buyers, nor because it is prohibitively costly to meet orders (Chan, 2016).Nonetheless, questions external to cabotage policy suggest that ending the policy would not fixthe problem of market differential (Ruslana, Ghanib, & Khalid, 2019). Sea routes from SouthAmerica and Australia to China are particularly attractive geostrategic locations. Sabah andSarawak must realise their full potential to become significant players in the maritime and logisticssectors (Online, 2021).
