BASIC CONCEPTS (proto- or potentially-criminal) Event : why did we distinguish an event from a CKP (crime known to police)? when no report was taken by the police (therefore the event was unknown to them) this does not mean it wasn’t a criminal event Incident/incidence What transforms an event into a criminal incident? reportability Rate usually per 100,000 ratio = no. of crime *100000 / population Why are rates sometimes preferable to incidences ? can compare rates between places & population size

TRC = the true rate of crime; dark number/figure = an unknown amount of crime goes unreported to the police (= TRC - CKP) ; CKP = crimes known to police; CCA = crimes cleared by arrest (rate) How are these numbers related to each other? TRC > CKP>CCA How do these numbers relate to UCR data? UCR data depends on the reportability and police activities, not reflect TRC Reportability: what is it ? likelihood of becoming known to the police Why does this matter ? o Some crimes have high/low reportability (based on type of crime, offender, victim) o may change the data and the supposed prevalence of some crimes Which crime has the highest? murder (highest), property crime, violent, motor vehicle theft How does reportability relate to CKP & TRC ? The CKP can only refer to crimes that were reported because they are known by police. The TRC is unknown because reportability can vary. o For example, rape/sexual assault is less likely to be reported so, the TRC cannot be known for sure. Have to make estimates. B. MEASURES OF CRIME Crime facts/stats as ‘theory laden’: what does this mean? facts are not neutral; facts are heavy with theory o Examples of crime facts as theory laden Definitions of sexual assault through history: “rape” vs. “forcible rape” vs. “carnal knowledge of a woman against her will” example: we weren’t counting how many people die at the hands of the police How are definitions, measures, policies, and perceptions of crime & danger related?
